Shut down win2000 via command line?

Hello, I need to know how to shut down windows 2000 from the command line. Here's the catch. I don't have the resource pack installed, so I don't have shutdown.exe (and no, I can't get it), and it must be done from a limited account. I am almost positive there is a command to do this, I just don't know it. The computer must issue some kind of command when you go start > shut down. I am pretty sure it is something involving rundll32. Can anybody help me? Also, tsshutdn.exe is not available, but if somebody could send me their copy of it from win2000 that would be great, but I don't know if that works from a limited account. Thanks.
Are there any third party command line utilities that can shut down windows 2000 in a limited account? What was the script for that vbs file? I didn't quite catch where it started and ended.
I'm no expert but I think you copy all from Set...to...next then paste it into NotePad, or some other suitable text editor. You then save it as WSHShutdown.vbs (although the name is unimportant but the .vbs matters).
There are a stack of freebies out there (some quite small) but I don't know if they would work in a limited account - I'm more of a W98SE type.
