setup won't run -- temp file??

recently became unable to run most application setup files (of whatever name) and a few installed applications. I usually get a message that says can't open temp file, or temp file invalid, or some such. None of which are true. I've run antivir, spybot, ad aware and HiJack This with no help. This happened once before when the problem was not having the system files to run 16-bit setup programs. I fixed that situation.
