Setup Telnet Server

How does one set up a telnet server? Is there software with Windows already or do I have to purchase more stuff? Thanks
Telnet itself is typically a Unix tool- the whole point being to provide the same security and functionality but through a more useable, user-friendly interface as opposed to a harsh command line. Microsoft basically took care of all that with pretty "GUI's" on Terminal servers, etc. but you could use the "Telnet Server Service" administration utility for even more control. Or maybe you're integrating Windows into a Unix environment in which case there is Microsoft's "Services For UNIX" utility
