When I was doing my initial install of Microsoft Outlook I selected Microsoft Exchange Server instead of Internet E-mail. Now, I can't setup my Mail Account to use IMAP. I am only given the option to use POP3. Can someone help me with this issue or give me a way to completely uninstall Outlook. It seem that if I use add/remove programs there is still information stored that will not start the Outlook configuration as if it was doing it for the first time.

Remove the program and then poke around in your user profile area. There is some personalized data in there. If you're not sure what's what, it might be easier for you to go in and backup any needed data such as your favorites, desktop settings, and whatever else might be in there. Then delete the user profile folders, reboot and let the system rebuild them. That way any reference to Outlook should be gone and you can reinstall it and start from scratch.
