Server hangs on shutdown / reboot

Our server is a Dell PowerEdge 800 running SBS 2000 with Exchange 2000. It was bought in 2005, and will hopefully be retired late this year.
Our last Sys Admin was fired but has left no documentation regarding the system etc if indeed there was any. When the Server is rebooted (or shut down) it hangs on a black screen with a flashing cursor. At first we thought it was doing something so we left it - but 30 mins later it was still on that screen with no HDD activity, so we pulled the plug. The Server booted up normally and there are no errors given.
Summary: Hi, I have a problem with 2 PC's hanging on shutdown, a black screen appears with a white cursor flashing. This also happens on reboots aswell. I am running SP2 and have re-loaded SP2 but to no avail....
