Server 2000 Does Not Power Down

How do you configure 2000 Server to power off when shutting down? All is does is give the screen 'it is now safe to turn off your computer' like with NT; what is more fustrating is that, unlike with NT Server, I can only turn off the computer by the power supply power switch (on the back of the machine) and not the computer case power switch; i have had this problem with the 2000 workstation; luckily, to fix, there is a setting in the Power Options applet that one can turn on (advance power management or the like); in 2000 server, there is no setting in Power options applet; i'm stuck! is there a registry setting or workaround?

Thank you!
