Send auto email w/o outlook

I need to be able to send an email with an attachment on a weekly basis. My intention was to use the windows task scheduler to open outlook and then to use a macro to send the email and file. Unfortunately it appears that my network has POP3 and SMTP blocked and the only email access I have is thru we-based software. Does anyone have any suggestions how I can schedule my PC to email a file on the hard drive on a weekly basis without POP3/SMTP access?

I'm assuming that this isn't a work-related issue, or you would have email access. What web-based software are you using?
