Secedit same as gpupdate?

Does Windows SECEDIT in Windows 2000 work in the same fashion as GPUPDATE in Windows XP? I am trying to run this command within a Windows 2000 domain with Windows 2000 SP4 clients. SHould the command be run from the client or the Windows 2000 server?

http://support.microsoft.com/kb/227302 suggests that secedit is similar to gpupdate.
