i never checked this box. but it suddenly decided to start scrolling the programs menu anyway. i checked the box, cliacked apply and ok, then unchecked it, apply and OK, still it scrolled. i did the same thing, rebooting in between and after. still scrolling! so i went to regedit, moved to HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced.
Double-click StartMenuScrollPrograms, and retyped NO in the text box (it was already there), clicked OK, then closed the registry editor and rebooted. still scrolling! in desperation d/l sp3. and guess what, i'm still scrolling. did a complete virus scan with my panda antivirus titanium, updated daily. still scrolling!

this may be minor, but i really despise scrolling menus. anyone else have this problem, or know how to fix it? thx!

Try opening Display Properties
Click the Effects tab
Put a check in front of "Use Transition Effects" and select Fade instead of Scroll
