scripts won't run

I have a program at work that has several scripts that run automatically. My problem is that the scripts won't run. I double clicked on the actual script and it won't run. What supposed to happen is once the script is activated it opens up e-messenger
and sends out the specified program.
The O/S is WinNT4.0 ~ Office 97 ~ IE5.5 sp2
