Screen savers and Domain Policy

We have installed group policy screensavers and they are working fine with the password enabled. Problem is that some users have passworded local screen savers and that password dialogue box is appearing before the Ctrl+alt+del logon password. Anyone know how to get rid of the locally held password via group policy or a registery hack.
