Using Win 2k Pro, some UNHOLY beast named "Rscmpt.exe" has got a death grip
on my machine ! This ~thing~ is running ALL the time and only begrudgingly
lets a few percent of the CPU free to do anything else. My apps come to a
grinding halt after a short while and my 1.3 GHz Athlon runs slower than a
30 MHz x286.

I have searched Micro$haft's "KNOWLEDGE BASE" and of course, they know
nothing !

Please help me. (snivel - whine)

My CPU usage shouldn't be at 100% ALL the time, should it ? (specs below)

I'm having the same problem on my NT4 system. The Rscmpt.exe beast is installed automatically with your original video driver, and loads at windows startup. Check out some hints on this URL:

this file seem to double the ram of the video card. if you don't use it your ram stay at (say) 32mb.. while if you run it you've got 64mb.
i think this process uses system ram to emulate videoram... this way I can explain the exagerated comsumption of cpu power.

still waiting for a validation of that theory, yet.
