Routing and Remote Access Setup

I have a windows 2000 server that is setup in a test lab. I have come to do some testing with Routing and Remote Access.
I "configure and enable routing and remote access" I run through the wizard and set the server up as a remote access server. When the service attempts to start the following error is displays on the screen:
Routing and Remote access cannot verify that the default remote access policy matches the settings for the server. The following error occurred: The default remote access policy could not be found
Then the following error is shown
Installation of the routing and remote access service failed because: The system cannot find the file specified (80070002)
As far as I can see 80070002 is the code for “file not found”
