I just received a Netgear router that requires a hub to use the internet. Not a problem, I have a hub and the router is connected to the uplink.
My primary PC is connected to the internet but my secondary isn't. Its connected to the hub and my computers can read each others. But I can't get the WinME system online.

what model netgear did you get?
is the 2nd computer getting a dhcp address from the router? check with ipconfig at a command prompt.
so both computers are connected to the hub? And you are using a cross over cable from the router to the hub to connect them?
what do you mean both computers can see each other? Share files?

I got a Netgear RT311. And what I mean by seeing each other is that the primary can see the secondary Pc files and visa versa.

I've had that problem once with my wireless Linksys once when i disconnected it for some maintenance. I reconnected and only one computer worked online. I called Linksys tech support and they said to put the line (from your modem) in the WAN port rather than the uplink. I could've sworn that before I disconnected it, it worked in the uplink port, but after I plugged it into the WAN port, all was well.
Also, you will probably need to release and renew your IP a few times to get the correct IP address. I disconnected my modem and router, restarted my computer, plugged in my modem, then router, then released and renewed my IP address a couple of times to get it working.
With ME however, expect it to freeze quite a few times. I'm not sure of the exact program anymore that does this because I'm on 2000 now. It's either run --> ipconfig (is what 2000 and XP uses), or winipcfg or something like that.
Hope this helps!
