Restrictions on running command prompt

When my WIN 2K PRO was initially configured, the administrator set some restrictions which prevent me from running a command prompt window and also prevent me from installing software off of a CD. I have access to the administrator account but I cannot figure out what policy to change in order to remove these restrictions. HELP!!!
