Restrict access to Control Panel

Does anyone know how to restrict access to the control panel and also the internet options under tools in IE?

I use TweakNow PowerPack 2003... you can shut down the whole Control Panel and the Internet Tools option in IE.. you can do a lot more too.
There might be another way with the Registry editing side of things, but I use TweakNow.
