Someone loaded 2000 Pro onto a system without creating another partition and now when u boot up u have 98 and 2000 but if u start the 2000 it's still in the install phase and I want to take it off completly but there is no boot.ini file yet only boot_. How can I get rid of 2000 Pro completly

Maybe you could use something like Partition Magic to remove the boot.log. You may even have to use the Win2K boot disks(4) to get to the repair control panel.
If you start Win98 and go to the Winnt folder and remove it, that may take care of your problem.

Remove these files:
boot.ini
ntldr
ntdetect.com
pagefile.sys
setupdd.sys
Some of these files may not be there but delete all the above that is on your computer. You may have to do a search for the pagefile.sys.

Currently you are booting to '98 via the W2K boot.ini, which means you are reliant on the W2K mbr/boot-files to get going...
Deleting the files listed by Buster65 will probably render you unable to boot at all...
You have an incomplete W2K around; you have a couple of routes to consider.
1) Boot as per norm; set default OS to boot to '98; boot to '98. Locate/delete the incomplete W2K install - i.e. the winnt folder and any folders that start with $ symbol (these latter are temp folders used by W2K during set-up, and usually deleted afterwards); also the pagefile.sys. Edit out references to W2K in boot.ini; save changes; defrag drive; reboot and you will have only '98 listed (and set as default) OS in boot.ini. This approach still leaves you dependant on the W2K boot-files/mbr. It's not the ideal way to be; and it's messy...
To reset it all to '98 only...
2) Boot up with '98 boot-floppy; run/type either of the commands:
sys c:
or
Fdisk /mbr)
at the prompt, and press Enter.
Either of these will reset the mbr to dos/'9x version - disabling all access to/via W2K.
Remove boot-flopppy and you reboot to '98 only. Now you can delete the files listed by Buster65 - they are no longer required.
Option 2 is usually the route used...
What I can't remember just now is if you end up at '98 GUI or at the C: dos prompt. I 'think' the sys c: routine modifies/replaces the current msdos.sys to return you to a C: dos prompt... (I'd be inclined to use Fdisk /mbr.)
Recently someone (can't recall who) on the forums here advised to copy the current msdos.sys file (as is 'before' you do anything to remove W2K) to a floppy. If either of the above routines do return you to a C: dos prompt then copy the saved msdos.sys to the drive - replacing the modified version; this should return to a '98 GUI on boot up.
