A tweak ui program such as system mechanic will allow you to boot into the os without logging in every time.

An easier way is to modify group policy and disable having to use ctl-alt-del to log in. Go to Control Panel --> Administrative Tools --> Local Security Settings --> Local Policies --> Security Options. You'll find the policy 'Disable ctl-alt-del for logon' there. Double-click on it and enable, it will ask you for the default account and password you want to use.

Once that's enabled it will boot right up without requiring a logon.

if you are the only user, easy!
right click on My Computer, click Properties,
select Network Identification tab on the top.

Click the Network ID button and just follow the wizard. Easy! If this is what you had in mind.

No login needed. Just like a normal Win9x.
