Remove Folder Options from Control Panel

Hello all,
I am trying to set a policy that will remove control panel features from client systems in a windows 2000 server environment. I have a GPO set with the option that shows only set control panel applets and I have the policy for remove folder options from windows explorer enabled. This works fine until I want to show the add/remove programs applet. As soon as I do that by adding `addwiz.cpl' to the list of shown control panel applets, FOLDER OPTIONS appears in the control panel. I can't figure out why or more importantly how to remove it and still keep Add/Remove.

Sometimes the most damage comes from those who seek to do no harm. Trust is not always the only problem, there is also the problem of accidents, ignorance, external maliciousness, etc. And then there is the simple question of what is needed, why confuse the issue with a whole lot of meaningless options? Why risk it?
