Remote Desktop Connection Problems

I have two servers called as abcdns and abcdb, and 200 PCs named from Z1 to Z200. In my client's pc (regardless is Windows 95, 98 or XP), i use Remote Desktop Connection to connect to Z1 to Z200 is ok, but when i connect to abcdns or abcdb, it comes out an error message said that the remote access might not be enabled OR the network is too busy OR the network problems.

But when i switch to other nearby client's pc, no problem at all, so any expert can help me to come out with an answer or solution? izzit policy problem? or permission problem?

Please reread your question and see if you didn't mix some things up, because as it reads confusing as it is:
" i use Remote Desktop Connection to connect to Z1 to Z200 is ok"

Is the problem that some of your Windows 95, 98, and XP clients can connect to the Terminal Servers running on ABCDNS and ABCDB, and some can't? Also, are either of these setup as domain controllers?
