Remote control of a domain not possible

After I installed the admin tools on W2K Pro, I am able to open everything (DNSM RRAS, WINS, Event viewer, etc...). Only the Active Directory components wont work. It gives me an error: Server not operational.

I am logged on as a Domain Admin

What could be the problem?
