to my knowledge you cant do it with policies, you need to set up some profiles for the users, either a mandatory or a roaming, so you create the desktop layout/environment and apply to all users, so they only see what u created for them e.g. manually delete accessories and move calc to the main programs menu.

search on creating user profiles, many places on the web to show u how :)
