redeploy sp4 group policy

I had a group policy to deploy SP4 to win 2000 computers on the LAN. On one computer I later uninstalled SP4 on it, but found out that after you uninstall it, the only way to reinstall it on that computer is to install it locally with administrator account/priviledges.
even after wiping the drive on the computer and reinstalling the OS, the group policy still will not install SP4 on that computer unless I locally install it.
How does the group policy still recognize that this computer once had the group policy with SP4 installed on it?
has anyone found out a way to bypass this and simply just redeploy the GPO?
