RAS service problems

CPU/Ram: XP1800/768Meg

I've got a really weird thing going on with RAS. I can't disable it, and if I try to change the properties it says I don't have sufficent premissions even though I'm logged in as administrator. When I try to start it I get an error message about a services specific error code (8007042a) Has anyone seen anything like this before?

Is this by chance a multihomed system. (do you have more than one Nic installed.) If so try removing
