Quick Launch removed

Someone has removed the Quick Launch from a friends computer. How do i get it back. Even the folder is not there in documents and settings/ admin/ and so on

Right click on your task bar, select tool bar then quick launch.

I did that. the selection can be clicked but makes no difference.the quicklaunch folder is gone in the directories
