Procedure entry point error

I recently installed two gamemaker programs. When I attempt to run them, one error msg states that" Procedure entry point GetRawInputDeviceList could no be located in the dynamic link library USER32.DLL. The other onr says basically the same thing except it can't find GDI32.DLL. I found that bot DLL's do exist in the WINNT\system32 folder. Why can't the programs find them? I am using MSWIN 2000 Pro.

... or... regsvr32 C:\WINNT\system32\GDI32.DLL

error relates to not having a service pack installed under a number of circumstances.

Up on both the OS and game service packs?
