Problem with IE 6 Content Advisor

I have problems using content advisor. Let me outline the problem.

Basically I have 2 user groups, Admin and Users.

Now i have a particular User in the "users" group called X. I want to restrict X from accessing a particular site. When i try to add this site to "Approved sites" or change the supervisor password, it has NO effect. The original settings and password come back just after i close the options window.

Ok so I put X under the "admin" group and it inherts the "admins" settings, meaning the site is disallowed and i can change the options.

How then can i put X into the Users group and block it from this particular site? Can i create a special group that is blocked from this site? Please Help me.

You need to just set your settings when logged in as an administrator. This will effect all users of IE.

I have already did that. But the settings did not affect all users of IE.
