Problem in regedit and msconfig.exe

Hi, ill make it short. I can't access regedit.exe; everytime i try to run regedit i get Registry editor has been disabled by admin bla bla... ok i unblock it and voilla, i can access again. Problem is that when i start WinME, access to registry is denied again...and im tired of unblocking it. Same goes with my msconfig. I type msconfig in my run bar and its denied. It says that the operation has been cancelled due to restriction in effect on this computer. Is not even accesable on DOS and under System Information/Tools tab. I dont know... and im out of ideas, but i want some help before re-booting C... if you guys can help me of course. Thank you.

Try safe mode.Or c:\windows regedit.exe download startup cop and see what running in the background

Already did on safe mode and regedit works but msconfig not. By the way my McFee VirusScanner is blocked too... i think i downloaded some trojan or virus (smell like FunLove) by accident... im out of ideas.
