Possible to delete open files

When a 16bit application have a file open,
it's possible to delete the file (even the
application itself). This is not happening from
32bit apps. The phenomenon occur both
on local disk and network drives (even other
people in the NW can delete). Anybody know
anything about this ? Solutions ?
