Port Blocking by IP

I want to enable ports for a set of IPs

How would I do this: without blocking all ports except the ones I want, and for the ports I block, I want to only let certain IPs connect.

This is a firewall task. Are you wanting to do this for a single machine, a simple p2p LAN, or a domain-controlled network?
