Network Load Balancing automatically detects the failure of a server and quickly
reassigns client computer traffic among the remaining servers. This safeguard
can help you to provide uninterrupted, continuous service for your critical
business programs.

If pinging only works when load balancing is enabled then maybe the server that is supposed to allow outgoing TCP traffic is failing and with load balancing enabled, the request is being answered by one of the other servers.
