How can I ping a an IP address at a specific TCP port 1494 or a specific UDP port 1604. I have some external clients coming and I need to verify that they can make these connections.

There is no possibility to ping a particular port.
You can try out a software called iMON that can continously monitor a specific Port for a particular Host (that exists either inside the network or outside the network). Alerts may be set, and much more. iMON is a comprehensive server/application monitoring and administration solution that can monitor crucial aspects of your server, application and network environments.
