what can I do to make my PC shut down and restart properly in win2k?

it just terminates all programs and jams with a blue background?

mine also seems to lock. i dont get a blue screen. the screen dims, like it is behind a screen. i click the display and shutdown again. It darkens again and then I push the restart button. This shiuts it down w/o .chk file.
I have found by shutting down certain process before the shutdown that this helps. however I have not narrowed it down.
