PC will not reboot, no video signal

i was surfing today and my computer just suddenly started to reboot - it tried 6 times, never getting past the windows login screen. Then it tried a seventh time, this time the hard drive was fairly quiet and the Bios didn't try to load at all (hard drive was quiet). The monitor is reading only amber now, so there seems to be no signal to the monitor at all.
There is power to the hard drive and I checked to make sure the AGP card is still well connected.
Is my motherboard fried? BIOS problem? Thanks in advance for any assistance.
