Paging File too small

When I boot up I receive the error message paging file too small or does not exist. When I try to change the file size it accepts the change but I still receive the error. The current file size remains unchanged at 20MB. I've tried setting the min and the max the same as well as different and the results are still the same. The recommended min size is 766MB. Any help would be appreciated.
Then boot into the Recovery Console ( you will need the password for the Administrator account) and delete the pagefile.sys file on the drive(s). Reboot and Win2K will recreate it(them).

I installed the Windows Recovery Console and when I boot to it all I get is a blue screen of death.
