Outlook 2003 profile wont start

When trying to open outlook 2003 a message pops up telling me I dont have access to outlook.ost file. I checked the log and this is the message " Detection of product '{90E00409-6000-11D3-8CFE-0150048383C9}', feature 'OutlookUserData', component '{8ADD2C9C-C8B7-11D1-9C67-0000F81F1B38}' failed. The resource 'HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Outlook\UserData' does not exist."

I have also looged in as admnistrator and tried to open otlook 2003 but tells me it cant find a file in
"Program Files\OfficeUpdate11\Cabs"

I am on a network using windows 2000 connected to small business server.. I thinkits something to do with MsiInstaller as it says in the logged I tried reinstalling this. Still not working.. And alos all other office products working fine now but were having the same problem b4 i reinstalled MsiInstaller. Any Ideas out there. Thank You
