Are you using it to access an internet email account and/or to access a Microsoft Exchange server account?

The following instructions are what I think you're looking for.If not, my apologies for providing a wrong solution. It doesn't just secure the Inbox only, it secures your whole outlook.pst file. So when you open Outlook, you must enter a password. I'll copy and paste the instructions below the link just in case the link is invalid in the future for everyone. The link however has helpful screenshots.

***Outlook 2000: Securing Outlook with a Password***

If you want to ensure that a password is entered before any of the files in your Outlook 2000 folders can be seen, the following steps are all you need:
After launching Outlook 2000, right-click on the folder you'd like to password protect. This could be your Outlook Today (Personal Folders), your campus mail folder, or any other root level folder. For the sake of this illustration, we'll work with the one marked Outlook Today - (Personal Folders). Once you've right-clicked on the folder name, you'll see a popup menu, with an option entitled Properties for "Personal Folders" -- using your left mouse button, click on this option.

You'll then see the Personal Folders Properties window. Towards the bottom of this window there are two buttons. Click on the button marked Advanced...

The Personal Folders window will then appear. Here, you have the option to Change Password. Click on the Change Password button.

If you've followed all steps to this point, you should now be looking at the following Change Password window.

If you've previously used a password to protect your Outlook Personal Folders, enter that password in the Old Password field, otherwise, leave this field blank. In the New password field, and in the Verify password field, type your new password. Do not put a checkmark in the checkbox at the bottom of the form--this would defeat the purpose altogether....
Once you've followed steps to this point, close all open dialog boxes, and close Outlook. When you restart Outlook, you'll find that you are immediately confronted by a password prompt, and that no access to your files is available until the correct password has been supplied.

WARNING: Don't forget this password. If you do not supply the correct password in the future, you'll never be able to get to any of the materials you have saved in the folders which you have protected.
