Office 2k Windows Installer problem

Hi. I just purchased a WD 80GB hard dive and installed Win 2k Pro and SP4. I also upgraded IE to v. 5.5 and installed Office 2k. I'm trying to install Norton System Works 2003 and the Windows Installer message box appears, asks me to wait, and then fails to install the program.
Not sure if it's related or not, but I'm also getting that annoying "Paging File is too small" error that I have yet to fix...
Any clues into the nature and fix of the Windows Installer problem?

You can download Windows Installer 2.0 from the Download site at M$.
I don't like the Norton’s System Works programming because it sucks up so much of the computers resources. If you have to use it, you should remove it when you're finished. Just install it long enough to use it.
