Object picker cannot open

I have a Win2000 Server as a stand alone Server. It has only one NIC and is not configured with Active Directory.
The problem is that when I try to make changes to the group membership of users, I get the message "object picker cannot open because no locations from which to choose objects could be found".
I tried the System File Checker (SFC) to restore the original files of Windows and also checked to Microsoft (they have only one issue that did not work http://support.microsoft.com/default.aspx?scid=kb;EN-US;q263231)

Does anyone have any idea?
