normal users being local admins

Hi all,
Just looking to get some opinions on normal users being local admins on their pc's. we have a development center with 500 people and most of them are local admins because they need to install software etc.. what do you think is good practice for something like this? everyone powerusers?

I find putting people to be in the power users group as annoying. I have a network of 40 or so users and have all the Win 2k's running their profiles as local admins.

If you give everyone Admin privileges, you're just asking for trouble...
Create a local user account on the machine. This local account should be a member of the Local Admin Group. When a user needs to install required software or run certain programs that require Admin privileges, he/she can just use the RunAs command and run as that Admin user.
