No Name query response NBSTAT

Hey people,
From any windows 98 client I can`t access the resources placed in a Windows 2000 server using this format: \\213.73.32.3\ because the server doesn´t answer to the Name query NBSTAT *.... send by the win98 client to the server.
But if we instead of using the ip address, we use the Netbios name of the server we succed to access the resources !!!!
Any idea ?
