I have a USB external hard drive that shows up in the Device Manager when plugged in, but does not have a drive letter in My Computer and does not show up in Disk Management. How do I get it a letter so i can access the folders?

Find that in manage> disk managment. Right click My computer to find manage.

Can you test the drive on another machine to see if it shows up in Disk Management there?
It could be that the device is working (so shows up in Device Manager as a controller) but the actual HD isn't.
