This must be a new virus going around because I just saw the same thing on a XP home edition. One day all her network connections were there and the next day they were gone. And even though I could see a link to Make A New Connection, when I did so, it did not show up in network connetions when I was finished. I got an error message saying that network adapter information could not be displayed because the network connections service was not running - but it was. Under services, some strange things were happening and the only way to fix it was to do a system restore and roll it back to a week earlier before the problem started. But now I am worried that whatever caused it in the first place is there lurking about and will happen again.

I have the same exact problem. LAN & other network connections works properly, but I cannot change the TCP/IP settings, etc., because there are no other icons in the "Network and Dial-up Connections" except for "Make a new connection". And just like cleo said, when I do try to make a new connection, the icon for the new network connection appears for a short while but disappears again soon after.
I tried all of the things mentioned in: http://support.microsoft.com/default.aspx?scid=kb;EN-US;Q269019 However, it still does not work. If anyone was able to fix this problem, please tell us how!!! :(
