no CTRL-ALT-DEL on startup

I am running a Windows 2000 serverm (SP4) with terminal services activated. When I reboot the server it proceeds as normal until I get to where I normally would see ctrl-alt-del to login in. Nothing appears apart from a cursor on a pale blue screen. Solution ?
The weird thing is that the server is up and running and can be accessed (albeit slowly) through terminal server.

You'll probably want to try a Repair of the operating system.

Have you made any changes/upgrades recently? If you have updated or installed new drivers, they may be causing problems. If this is the case boot to safe mode and remove the updated driver or disable the new device to see if this still happens. If this is not the case still try to boot to Safe Mode and see if this still happens. If it does not, then you most likely have a corrupt driver or service.
Summary: On a WIN2K server, SP4 installed, I can login as Admin then after all processes run, cannot see desktop AND CTRL+ALT+DEL has NO effect. I am absolutely stumped here. Help? -ScottL ...
