No bootable devices selected

I start up my laptop and I get a message that says no bootable devices selected, I have a bootable floppy in the floppy drive and have bios setup so that it reads the floppy drive first. I am using a Dell Latitude cpi R400GT. Does anyone have any suggestions as to a possible solution? Thanks!

Set the bios to boot the HD.Let it load up into windows and see if the floppy works.

The hard drive is not functioning either.. I tried using different utilities and neither of them detect it. I think it's dead, but was wondering if the moderboard was dead as well.
