New user with different shell

CPU/Ram: 850 Celeron / 128mo

I want to make another Administrator account that uses cmd.exe as the shell, doesn't load NAV 2004, doesn't load ZoneAlarm or the other startup utils I have on this machine. Entirely for gaming purposes.

I know how to make cmd the shell for all users, but I want to make cmd the shell for only this account, and use explorer on the real Administrator account.
