New messages not appearing in Outlook

I'm using Outlook 98 (version 8.5.5104.6) on Windows 2000. New mail messages, icon (on taskbar), and sound notification do not execute when a new message is sent to the Inbox. (It's like they get stuck somewhere). However, when I open an existing message in the Inbox, or create an ougoing message, then the incoming (unread) messages all pop into the Inbox. I have re-loaded Outlook 98 and the problem remains. The messages come in normally if Outlook is minimized, but not if it is active. Thanks in advance for any help!

You may want to check the following: Is there a "filter" turned on? Is the "view" set to hide certain messages? Is there a "rule" being a applied? Is there some type of scan performed?
