Can't be done as far as i know you need to get the service fom somwhere but I have no idea where you will find it.

Completely 100% possible....
only thing is that the 9x machines must have winpopup running...., where the 2k machines have an appropriate messenger service running in the background already!

Yea, well I that, but you would not get the same "popup" dialog on 9x like NT.
I use a shortcut in startup folder to start winpopup minimized.
Summary: You cannot format the c: drive/partition (or any partition containing system/boot-files) from within an installed OS; it's done via boot-disk boot. Presumably this is a single partition system only......
