I'm running Nero on a Win2000 computer. When i run it as administrator it works fine, but when a user runs it they get an error saying they dont have burn rights. How do I fix this without giving the users admin rights?

Put the user in the "Back Up Operators" group.

I am running Windows XP with Nero 5.5.5.1 - just upgraded from windows 2000. Nero was working fine in 2000 and encountered this burn rights problem in XP. I have seen all the stuff about the admin group and CD burn group and apparently Nero fixed the Win2000 problem and removed the security tab from the new version of Nero. Well the problem is back under XP and using the backup operators group and/or Power users group does not get rid of it. I have tried a lot of other things but still not found an answer.
Will post here if I do.

There is a security option that you need to set here - I forget exactly where it is, but it is something like Administrative Tools > Local Security > Security Settings - look for the security setting "Restrict CD-Rom Access to locally logged on users only" - enable this and you will have no problems.
