need to format the pc and a laptop

I have an older pc and a laptop that I need to format and install Win98 SE (yeah, I know, I'm going backwards, don't ask haha). I have done this quite a few times before, but on these, I can't get it to go. It askes yes or not if i'm sure i want to format it, I say yes. Then it says:
"Format cannot run because the volume is in use by another process. Format may run if this volume is dismounted first. All opened handles to this volume would then be invalid. Would you like to force a dismount on this volume? Y/N"
I answer yes to this.
It then says "Cannot lock the drive. The volume is still in use."

Got it...I had a win98 boot disk, but there must have been something wrong with it...i formatted the disk and downloaded off of the site you gave me and it worked fine. Thanks...it's formatting now.

all you had to do with the version you had was "lock c:" and answer yes to the question of are you sure.
